What is this Star Wars toy?

I've found an old box of Star Wars toys in my house. This is a action figure from 1983 and I can't work out which character it is. Does anyone have any ideas?

Nikto is a ROTJ fig, ie; 1983. Not rare or valuable, especially without his weapon. I suggest, if it's from your childhood, keep it.
