Are Bootlegs and Reproductions the same as they seem to be treated differently?

Vintage bootlegs are likenesses of officially licensed toys produced to provide SW toys in countries where Kenner SW was very expensive or not sold at all. Only Uzay bootlegs come close to looking like their Kenner counterparts as most other bootlegs would never pass for the Kenner original.

Reproductions are near exact copies primarily designed to fool vintage Star Wars collectors, or to be more generous they provide the lazier collector a cheap nostalgic alternative to a vintage toy.

No,

A vintage bootleg is a vintage item from 1978-1987ish. An item that was available back in the day for children in countries where there was no licence or the product was too expensive. They were made from scratch.

A reproduction is something which attempts to directly copy a licensed item. No bootleg is close to this - they didn't want to fall foul of copyright laws.

So is there such a thing as a Modern Bootleg?

Yes but I don't think these are designed to fool anyone

The original piece does not necesarily have to be licensed, now that bootlegs have become more desired some bootlegs are being reproduced and even back in the day bootlegs were being "bootlegged" by other bootleggers .
This interview with the son of a Mexican bootleg artist provides an interesting insight into the history and poduction methods of mexican bootegs https://www.youtube.com/watch?v=TAMPrbu9Rco
