Unpainted Luke bespin (grey boots)

Hi guys I haven't posted in a while due to work commitments whilst on lockdown came across some figures I forgot I had and amongst them was a Luke bespin with unpainted boots hands and hair ?
I remember buying as part of a lot years back
Is he a factory error ?
Stamped 1980 l.f.l Hong Kong
Definitely not painted over as you can see the pale plastic on the play wear areas

I ve heard of plastic failures in figures before but hair hands and boots are normally 3 different colours ?

Either way he looks good the way he is 👍
