Hoth Rebel commander scarf very soft plastic almost rubber

Hi I recently picked up a job lot of figures and there was Hoth Rebel commander. The scarf very soft plastic almost rubber moves very easily anyone seen one like this before? In fact the whole head feels rubbery Thanks

It has to do with the amount of plastisiers used during manufacture. There is a Han Solo with very soft bendable legs, known to variant collectors as "Rubber leg Han Solo". IMO just a production error.
