Figure Cleaning

I recently bought a Biker Scout figure on Ebay. It has very little wear and is in good condition, but the figure is not completely white. It seems to have some stains on the head and arm, which are hard to clean. It also has a big orange dot on the bottom of the foot.

I tried cleaning it by soaking it in water with soap and then gently brushing the figure in the dirty spots, but that didn't work. Some Youtube videos suggest the use of hydrogen peroxide to clean the figures, but that is mostly for figures which are yellowed.

I need some tips on how to clean the figure without damaging it.

the brown spotting is mould. and you wont get rid of that im afraid
