People don't like being oppressed you see. Especially by imperial powers. See- Iraq war, British India etc.
There would always be rebellion. There fore the Death Star would be suppressing many rebellions.
Also the Death Star is the anti-planet. It's designed as a planet but devoid of nature which suggests the empire is not a fan of trees or cares for fishies- see Republican Party.
