Here's why -
Kenner were desperate to get sales up in 1985-86 but LFL vetoed a bunch of their ideas (namely producing toys that took the story way beyond the Battle of Endor).
Tarkin was, at this late stage, proposed - but never made. Interest was dying off and Kenner cut their losses and moved on.
There's some cool "what-ifs" in this employee presentation - and a few horrific shite-piles that we should be grateful never happened...
